RAW-NDS nexus executed Dasu terrorist attack: FO

ISLAMABAD: The foreign office (FO) disclosed, on Thursday, that the network involved in the terrorist attack in Dasu on Wednesday, July 14, 2021, was supported and facilitated by India’s research and analysis wing (RAW) and Afghanistan’s national directorate of security (NDS) nexus in Afghanistan.

According to press releases, 9 Chinese and three Pakistani nationals lost their lives, one more Chinese national succumbed to his injuries later, both Pakistan and China have condemned the attack in the strongest possible terms.

The Swat chapter of Tehrik-i-Taliban Pakistan (TTP) executed the terrorist attack on behest of hostile intelligence agencies (HIAs).

The planning for the terrorist attack was done in Afghanistan, with provision of material support as well.


The vehicle used in vehicle-borne improvised explosive device (VBIED) attack was brought from Afghanistan to Pakistan.

The suicide bomber, Khalid Sheikh, was trained in Afghanistan and brought to Pakistan to carry out the attack.

Some of those involved in the attack have been arrested, while others are at large in Afghanistan.

A mutual legal assistance (MLA) request is being made to the government of Afghanistan.

Further investigation is in progress to find all those involved in this cowardly attack.


As committed at the outset, the Pakistan authorities have conducted thorough investigations of the incident and shared the findings with the Chinese side at every stage.

The government of Pakistan (GoP) reiterates its strong commitment to apprehend all those responsible for this heinous crime and bring them to justice.

We will not allow any hostile force to undermine the iron-clad friendship between Pakistan and China, FO press release concluded.

Meanwhile, China’s FO spokesperson Hua Chunying, on Thursday, mentioned that terrorism is the common enemy of all mankind and that China firmly opposes any force using terrorism to seek geopolitical gains and calls on countries in the region to collaborate in eradicating all terrorist organisations so as to uphold common security and development interests of all countries.

She continued that the Pakistani side’s investigation into the terrorist attack has seen major progress within a short period of time.

China’s FO spokesperson Chunying added that China pays great attention to this and expresses appreciation to Pakistan’s active efforts and that further investigation by Pakistan is still ongoing at the moment.

She disclosed that China and Pakistan will follow the important consensus reached by the leaders on both sides, ascertain all the facts and truth, and hold the culprits accountable and bring them to justice.

China’s FO spokesperson Chunying concluded that in the meantime, both countries will keep strengthening security cooperation mechanisms to ensure the safety of Chinese projects, people and institutions in Pakistan.

Earlier on Saturday, July 24, 2021, China’s foreign minister (FM) Wang Yi held the third round of China-Pakistan foreign ministers’ strategic dialogue with Pakistani FM Shah Mahmood Qureshi in Chengdu, Sichuan province, whereat he said that the attack on the shuttle bus on its way to the Dasu hydropower station is the biggest terrorist attack suffered by Chinese nationals abroad recently and that China attaches great importance to it.

He disclosed that China’s president Xi Jinping made important instructions immediately after the incident, and put forward clear requests, China’s premier Li Keqiang also clearly stated China’s position on the incident during his phone conversation with Pakistani prime minister (PM) Imran Khan at the latter’s request.

China’s FM Yi continued that both China and Pakistan are victims of the terrorist attack and that both sides are ought to strengthen cooperation, bring the perpetrators to justice at an early date, give the people of the two countries an explanation, and prevent similar incidents from happening again.

He pointed out that China appreciates Pakistan for rescuing the injured in the first place, strengthening security protection for the project personnel in Pakistan, supporting the work of China’s interdepartmental joint working group (JWG) in Pakistan, and assisting China to properly deal with the aftermath.

China’s FM Yi mentioned that China hopes Pakistan to resort all strengths and means to find out the truth as soon as possible and that China is willing to provide all necessary assistance and cooperation, the perpetrators must be thoroughly investigated and punished without leniency no matter for what intentions, at any place, and protected by what forces.


FM Qureshi, on behalf of the Pakistani government and people, deeply mourned the victims and expressed sincere condolences to the injured.

He said that Pakistan strongly condemns the terrorist attack targeting Chinese nationals in Pakistan and that the Chinese engineers and technicians in Pakistan have made important contribution to Pakistan’s social and economic development.

FM Qureshi continued that China’s loss is the loss of Pakistan, and protecting China’s interests is protecting Pakistan’s own interests and that Pakistan will treat Chinese nationals on its land like its own people.

He outlined that the Pakistani government will thoroughly investigate the incident, bring the perpetrators to justice, resolutely frustrate any attempt to sabotage Pakistan-China cooperation, and allow no force to destroy the China-Pakistan all-weather strategic cooperative partnership and that Pakistan will spare no effort to safeguard the safety of Chinese personnel and institutions in Pakistan, reorganise special forces to strengthen related work, and resolutely prevent similar incidents from happening again.

Earlier on Sunday, July 18, 2021, the FO mentioned that the Chinese construction company, China Gezhouba Group Corporation (CGGC) through its latest notification has declared its earlier notice, about contract termination of employment of Pakistani personnel working on Dasu hydropower project, null and void.

It continued that the matters regarding security and execution of the project are being looked into, and the relevant authorities from Pakistan and China are in close contact on the same.

The construction of the project will be resumed soon.

Both Pakistan and China remain committed to timely completion of Dasu hydropower and other projects being undertaken with Chinese cooperation, FO press release concluded.

On Sunday, July 18, 2021, FM Qureshi and Chinese ambassador to Pakistan Nong Rong visited combined military hospital (CMH) in Rawalpindi.

FM inquired about well being of Chinese nationals injured in Dasu incident and wished them speedy recovery.

He assured the injured Chinese nationals for all out support and medical care.


Chinese ambassador Rong said that China and Pakistan will continue to cooperate more closely to face any challenges together.

Earlier on arrival, CMH commandant major general (Maj. Gen.) Muhammad Aleem apprised visiting dignitaries about medical care being provided to injured.

Earlier on Saturday, July 17, 2021, the FO disclosed that a 15 member Chinese delegation is currently visiting Pakistan in connection with the investigation of the tragic Dasu incident on July 14, 2021.

The delegation comprises of the representatives from the Chinese FO and commerce ministry, criminal investigation and technical experts.


Yesterday, the delegation held a meeting with all relevant stakeholders in the FO.

The Pakistani side was led in the meeting by the interior secretary and the Chinese side by the ambassador of China.

During the meeting, the two sides exchanged deepest condolences on the loss of precious lives and the Chinese side was briefed regarding the progress in the ongoing investigation indicating possibility of sabotage and about the care being provided to the injured.

The delegation visited Dasu and was briefed at the incident site by the Pakistani investigators.

The delegation also examined the site along with the Pakistani counterparts.

The Chinese team expressed appreciation over the efforts made by the Pakistan side, FO press release concluded.
